Born at Huánuco in Peru to a Spanish father and a Peruvian mother, he became a Franciscan, was bishop of Huánuco and founded the Congregation of the Religious Franciscan Sisters of the Immaculate Conception, which keeps his cause and calls him Servant of God. The cause received the nihil obstat on 14 September 2021, the diocesan inquiry ran from 15 July 2022 to 14 July 2023 and was declared valid on 10 January 2024.
