Who they were
At Pavia, Saint Armentarius, bishop, who solemnly laid to rest in the basilica of San Pietro in Ciel d'Oro the body of Saint Augustine, which had been translated there by King Liutprand.

There was never a formal cause: he has been honoured as a saint since before the Church's formal processes began.
Why that counted as sanctity
The Roman Martyrology remembers him on 30 January as the bishop of Pavia who laid the body of Saint Augustine to rest in San Pietro in Ciel d'Oro.
