Who they were
Commemoration of Saint Arsacius, who under the emperor Licinius professed the Christian faith and, having left the army, led the life of a hermit at Nicomedia; at last, foretelling the imminent ruin of the city, he gave up his spirit to God while praying.

There was never a formal cause: he has been honoured as a saint since before the Church's formal processes began.
Why that counted as sanctity
The Roman Martyrology remembers him on 16 August as a soldier who confessed the faith under Licinius and became a hermit at Nicomedia.
