Who they were
At Cologne in Lotharingia in Germany, Saint Bruno, bishop, who, brother of the emperor Otto I, received together the episcopate and the government of Lotharingia and exercised the priestly ministry with great care and the functions of ruler with magnanimity according to the needs of his times.

There was never a formal cause: he has been honoured as a saint since before the Church's formal processes began.
Why that counted as sanctity
The Roman Martyrology remembers him on 11 October as the bishop of Cologne, brother of Otto I, who also governed Lotharingia.
