Who they were
The commemoration of the four thousand nine hundred and sixty-six holy martyrs and confessors of the faith: bishops, priests and deacons of the Church of God, together with an immense crowd of the faithful, who during the Vandal persecution in Africa, by order of the Arian king Huneric, were exiled in hatred of Catholic truth into a dreadful desert and at last celebrated their martyrdom after various tortures. Among them were Cyprian and Felix, bishops, distinguished priests of the Lord.

There was never a formal cause: he has been honoured as a saint since before the Church's formal processes began.
Why that counted as sanctity
The Roman Martyrology remembers him on 12 October as one of the bishops among the four thousand nine hundred and sixty-six African martyrs exiled and killed under the Arian king Huneric.
