Who they were
The commemoration of Saints Nemesianus and his companions, Felix, Lucius, another Felix, Litteus, Polianus, Victor, Iader and Dativus, who, bishops, priests and deacons, at the outbreak of the fierce persecution carried out in Africa under the emperors Valerian and Gallienus, were for their faith in Christ first cruelly beaten and then bound in chains and sent to the mines, where Saint Cyprian by his letters urged them to bear their imprisonment with firmness and to keep the precepts of the Lord.

There was never a formal cause: he has been honoured as a saint since before the Church's formal processes began.
Why that counted as sanctity
The Roman Martyrology remembers him on 10 September among the bishops, priests and deacons who were beaten and sent to the mines in Africa under Valerian and Gallienus, and whom Saint Cyprian encouraged by letter.
