A Salesian, he was made bishop of Bova in 1933, founded the Salesian Oblates the same year, was deposed in 1939 on accusations later shown to be false, and was rehabilitated by John XXIII in 1962.

Pope Francis consented to the opening of his cause in February 2020 and the diocesan inquiry was opened in the Diocese of Tivoli in December 2020 at the petition of the Salesian Oblate Sisters of the Sacred Heart; it closed on 1 October 2022.
