He was Archbishop of Quito from 1868 and clashed repeatedly with the civil authorities, in particular the dictator Ignacio de Veintemilla; he was poisoned on the morning of Good Friday 1877.

The Congregation for the Causes of Saints granted the nihil obstat for his cause as a martyr on 15 April 1988, and it is run by the archdiocese of Quito.
