Who they were
The commemoration of Saint Lucius of Cyrene, who in the Acts of the Apostles is counted among the prophets and teachers of the Church that was in Antioch.

There was never a formal cause: he has been honoured as a saint since before the Church's formal processes began.
Why that counted as sanctity
The Roman Martyrology remembers him on 6 May as one of the prophets and teachers of the Church at Antioch named in the Acts of the Apostles.
