Who they were
Manahen, foster-brother or companion of Herod Antipas, was one of the prophets and teachers of the Church of Antioch who, moved by the Holy Spirit, laid hands on Saul and Barnabas and sent them on St Paul's first missionary journey (Acts 13:3).
He was probably one of the founders of the Church at Antioch.
The miracles
There was never a formal cause: he has been honoured as a saint since before the Church's formal processes began.
Why that counted as sanctity
A teacher of the first Church who sent St Paul on mission.
