Who they were
The commemoration of Saint Maximian, bishop of Bagaï in Numidia, in present-day Algeria, who, after suffering terrible tortures many times at the hands of the heretics, was at last thrown from a tower and left for dead; but, taken up afterwards by passers-by and healed, he did not give up the struggle for the Catholic faith.

There was never a formal cause: he has been honoured as a saint since before the Church's formal processes began.
Why that counted as sanctity
The Roman Martyrology remembers him on 3 October as the bishop of Bagaï who was tortured and thrown from a tower by heretics and still went on fighting for the Catholic faith.
