Who they were

At Rome, Blessed Peter the Deacon, who, a monk on the Caelian Hill, by commission of Pope Saint Gregory the Great wisely administered the patrimony of the Church of Rome and, ordained deacon, served the pontiff faithfully.

There was never a formal cause: he has been honoured as a saint since before the Church's formal processes began.

Why that counted as sanctity

The Roman Martyrology remembers him on 30 April as a monk of the Caelian Hill who administered the patrimony of the Church of Rome for Pope Saint Gregory the Great.
