Who they were
Near the city of Mukdahan in Thailand, Blessed Philip Siphong Onphitak, martyr, who, the father of a family, after the priest had been sent away from the village of Song-Khon, was appointed head of the Christian community and, at the first signs of the persecution against Christians, was led by deceit to the Tum Nok river and shot.

As a martyr he was raised to the altars without a miracle.
Why that counted as sanctity
The Roman Martyrology remembers him on 16 December as a father of a family and head of the Christian community of Song-Khon, shot for the faith.
