Who they were
The commemoration of Saints Donatian, Praesidius, Mansuetus, Germanus and Fusculus, bishops in Africa, who during the persecution of the Vandals, by order of the Arian king Huneric, were horribly beaten for confessing the Catholic truth and sent into exile. With them is also commemorated Laetus, bishop of Nefta in present-day Tunisia, a courageous man of great learning, who after a long period of squalid imprisonment died burned at the stake.

There was never a formal cause: he has been honoured as a saint since before the Church's formal processes began.
Why that counted as sanctity
The Roman Martyrology remembers him on 6 September as a bishop in Africa horribly beaten and sent into exile by order of the Arian king Huneric for confessing the Catholic truth.
