Who they were
At Rouen in Neustria, in France, Saint Remigius, bishop, brother of King Pepin, who worked with diligent industry so that the chanting of the psalms should be sung according to the Roman usage.
The miracles
There was never a formal cause: he has been honoured as a saint since before the Church's formal processes began.
Why that counted as sanctity
The Roman Martyrology remembers him on 19 January as a bishop of Rouen, brother of King Pepin, who brought in the Roman chant.
