Who they were
At Constantinople, Saints Tigrius, priest, and Eutropius, lector, martyrs: falsely accused, under the emperor Arcadius, of having started the fire that burned down the principal church and the senate house in revenge for the exile of Saint John Chrysostom, they suffered martyrdom at the hands of the prefect Optatus, who was still superstitiously attached to the false gods and an enemy of the Christian faith.

There was never a formal cause: he has been honoured as a saint since before the Church's formal processes began.
Why that counted as sanctity
The Roman Martyrology remembers him on 12 January as a priest of Constantinople martyred after being falsely accused of setting fire to the principal church.
