Who they were
Near Bourges in France, Saint Ursinus, first bishop, who proclaimed Christ the Lord to the people and, for the believers, who were for the most part poor, turned into a church the house of Leucadius, a senator of the Gauls who was still a pagan.

There was never a formal cause: he has been honoured as a saint since before the Church's formal processes began.
Why that counted as sanctity
The Roman Martyrology remembers him on 9 November as the first bishop of Bourges, who turned a pagan senator's house into a church for his mostly poor flock.
