Who they were
Victor, a native of Africa, was bishop of Rome from about 189 to 198 or 199. In the peaceful last years of Commodus, the emperor's favourite Marcia, well disposed to the Christians, asked him for the names of Christians condemned to the mines of Sardinia so that she could obtain their release.
He is remembered above all for insisting that all the Churches keep Easter on Sunday, as Rome did, against the custom of Asia Minor.
The miracles
There was never a formal cause: Victor has been honoured as a saint since the early Church.
Why that counted as sanctity
Victor worked for the freedom of persecuted Christians and for the unity of the whole Church in celebrating the Resurrection.
