Who they were

Commemoration of Saint Zephaniah, prophet, who in the days of Josiah, king of Judah, foretold the ruin of the wicked on the day of the Lord's anger and comforted the people of the poor and the needy in the hope of salvation.

There was never a formal cause: he has been honoured as a saint since before the Church's formal processes began.

Why that counted as sanctity

The Roman Martyrology remembers him on 3 December as the prophet who in the days of King Josiah foretold the ruin of the wicked and comforted the poor and the needy with the hope of salvation.
